What is commonly done in the industry regarding when to clean the stencil, squeegees and replenish the solder paste? Is it every 4 hours, 8 hours or something else?

As a minimum, we clean the printer setup every shift change. Probably the best advice on this is from your paste supplier.

I would advise that you clean the stencil thoroughly at least every 4 hours, also though it is worth cleaning the stencil top and bottom after any breaktimes. To avoid solder paste drying off in stencil apertures. Best piece of kit I've purchased was a On-Contact Ultrasonic stencil cleaner, inexpensive, works well, has really helped us with dry joints etc, even with lead free applications.
