Contaminated ICs

We've received in a batch of ICs (Xilinx FPGAs) from a customer on consignment that are having wetting issues. I believe the chips are contaminated. We also know that the chips were bought from a broker.

Is there a method to remove the contamination from the leads to improve the solder-ability of the chips?

Currently I am baking the parts per J-STD-033 because they were received with an insufficient amount of desiccant and no moisture indicator card.

We had a similar problem with contaminated leads that was rectified by having a company strip the existing finish and re-tin the leads. After the procedure the leads accepted solder with no issues.
