I believe at one point the now defunct Quad Systems offered a software option that defined the critical dimensions of the standard Jedec trays.

Seems like I can only find 1 definition for each type of trays (pga, mqfp, tqfp, ...)

But there is alot of different type of trays with different sizes. Like Mqfp 14x14, 20x20 ...)

You could just use this list http://www.holden-enviro.com/Trays%20Type%20by%20Type.html, call the suppliers listed, ask them for them dimensions, and you'd be set.
