Maybe your CMOS battery is dead! On some of these old system once the battery is drained the CMOS settings are lost, this would include the correct setting for detecting the hard drive and I doubt there is an auto detect . Try turning on the machine and hitting "Delete" or "S" keys or whatever will get you to the BIOS settings. I can't tell you what hard drive setting would work, but try the different selections for the Hard drive, save it and reboot. If this is your problem and you do find the correct setting then the machine could very well boot up. You can see if there are any HD settings written on the hard drive itself. If this is your problem and you do find a setting that works you will have to replace the battery or find a way to source the 3 volts. I believe if the machine power is left on (computer on) you will be okay, but if you turn it off of course you would lose the settings again.
