If I have a leaded board (PCB) and the only component that I have to repair it is a lead-free BGA, what type of solder do I use, leaded or lead-free?

There articles about mixed metallurgy and possible quality issues with this kinds of joints. As it is just repair, I would assume it is a local fix, so you should probably go Pb-free paste. If you want to reflow the board I would re-ball the BGA to match PB process.

In case it is another component such as resistors or capacitors, does the same concept apply?

For repair - passive components you can solder with corresponding chemistry. You remove the old part, clean the pad surface. Now you can match component and solder as needed. BGA is more difficult as they already balled the part with certain chemistry.
