Would anyone have experience or information on where I could find pad geometry for tantalum capacitors that can be surface or plated thru hole mounted.

That's got all the info on land geometries that you'd be looking for. Also, check with the component mfr. They can always provide land specs. I just realized, you may be looking for something different. If flexibility to use either a PTH device or an SMT device is what you're looking for, you can design for it or you can preform a PTH device to be accomodated in an SMT process.
