HAA cover tape

One of our distributors currently uses PSA cover tape. This has given us too many problems. We are in the process of trying to decide wether or not to fund them with the money they need to be able to use HAA process(they currently have capability). Can anyone tell me where I can get information on equipment necessary or required to do high volume tape and reeling with HAA cover tape? I am trying to educate myself on equipment necessary and ballpark figures so they don't take advantage. Thanks. Gilbert
