Can any one inform me of free software�s that may be available to determine the best fit for the number of boards on a panel.

I would contact your PCB supplier, they usually have some type of software for panel optimization. Each shop potentially uses different size panels so it is a good idea to ask them what they are using and go from there. Keep in mind that there are margins around the panel at the fab shop. e.g. an 18x24 panel is usually about 16.5 x 22.5 of usable panel for your boards.
