IPC-A-610D refers to 'toe down configuration' several times, beyond the 8.2.5.6 that you question. Although none will add to your understanding of 'toe down'.

A lead that is 'toe down' is one where the foot of the lead is not parallel to the pad.

This configuration creates for inspectors from several perspectives. * The solder requirement is one lead thickness. On toe down, solder usually does not come up to the heel bend radius. Inspectors want to see the fillet above the midpoint of the heel, but with toe down it is not always possible or practical. * Is every lead the foot is not purely parallel to the pad 'toe down'?

Thanks davef! We found some SOIC & QFP with all leads having toe down problem. The heel fillet unable extend to the mid point outside bend. Do you have solutions for the problem? I have a question: How about the normal gull wing lead which is flat & parallel to pad? Is it a requirement the heel fillet height at least extend to mid point of outside bend?

Normal gull wing lead solder requirement: Solder must extend to the mid-point of the outside of the lead bend.
