The best webcams are the ones that are affordable, easy to set up, offer great video quality, and doesn't make you look like a blurry, standard-def mess when you wave at the screen.

This may not help you, but If you use an Android Phone or tablet (you can get a tripod). There is a free app called Daily Roads Voyager. It is made to be a "dashcam" for a trucker. It records video to the SD card and segments it in 60 second pieces so you can pull the sections you want and not have to edit away the 59 minutes of junk to get the 1 minute you need. It can also be set up to take a picture on user specified intervals to use for time lapse photography. It will even geotag and timestamp them if you wish.

Yes, we're all amazed when the nightly news announcer requests that we call the crime fighters hotline to ID the perp [closely resembling a garbage bag filled with potatoes] that was 'taped' on such high quality video while pistol-whipping a clerk at the 7-11.
