Floppy formatting for Gemline PPS

"The disk of B drive has not been formatted as a PCB Data disk." This is the error I'm getting when trying to install lines on a new installation of the Gemline PCB Editor. I have tried using a new floppy, formatted in both opal and topaz machines, and I have tried using existing formatted floppies. The result is the same, it says that the floppies aren't formatted. Anyone have any ideas how to fix this, or experienced it before? I'm running the software in Windows XP mode on a Windows 7 computer, using a USB Floppy drive. Any help appreciated, thanks.
